Why are people dumb enough to live in areas like santa barbara?

with all the bush and knowing it is a fire hazard? why build houses on hillsides knowing mudslides and eathquakes happen? sorrybut i have NO SYMPATHY FOR THeSE PEOPLE, BUT DO HOPE NOBODY GETS HURT!
