Why would bungie put armor lock in slayer pro?

i just dont understand it it is supposed to be the most skillful playlist but it leaves room for players who cant aim to get kills and survive. it pretty much killed the four shot because when ever anyone is losing they armor lock. i still beat most people using it but not by as much as i should. in my opinion it should be just sprint and maybe hologram the rest are dumb.
