Don't know where to research on the Internet about information on rights for federal inmates.?

family member was sent off out of state because of a riot which he was not involved in, wrong place at wrong time. he filed an appeal and finally won it. he asked them to view the camera so it could prove his innocense and his appeal came back that the cameras where not working at the time of the riot. he's been out of state for almost a year which we have not seen him since. Once he won his appeal they should of moved him back to TX but nothing has been done. He has exactly one yr. from today to be released. His points are where they should be for good behavior and everything else. His clean record and back ground history really helped him in his trial but not that he's in this prison the system really stinks. I know most of the inmates r repeaters and have a bad history but this is his first offense and his back ground history was good. need help on what can be done for him out here.
