EMP (Electromagnetic Pulse) Attack from space?

There is very little interest by our government, or the media, in the possibility of a nuclear explosion high in the heavens, 25 miles above the earth, which would create a tsunami of ionized particles racing toward our planet's surface. The results would be the instant loss of all electronic communications and devices. No phones, no computers, all electrical systems destroyed. Our nation is in a state of unpreparedness. Congress does not seem to care whether we and our allies have comprehensive missile defenses. What is YOUR knowledge of this, and your opinion of this? Why is the media silent about this ?
